View on EtsyMany grant teams read a strong internal review score as permission to submit, even when one mandatory item is still missing.
The belief is that an average across criteria tells you whether a proposal is ready. It doesn't, because some requirements are pass or fail. Eligibility, mandatory attachments and a safeguarding policy for work with children can't be offset by good writing. A sounder method is to sort the funder's rules into mandatory, scored and informational, check the mandatory ones first, and only then score the rest. Another trap: counting an unscored criterion as zero drags the average down.
Reviewers working this way can say exactly why a draft is on hold. In the worked example inside our Grant Proposal Scoring Matrix, the draft scores 76.7 out of 100, inside the MINOR REVISION band, yet the dashboard reads HOLD because eight issues are unresolved, one of them that missing safeguarding policy. A confirmed No on a mandatory check returns DO NOT SUBMIT whatever the score. Up to 8 reviewers score with variance flags, and an action closed without evidence still counts as open.
It reviews a written draft. It doesn't decide whether to apply, and it doesn't write the proposal.
