An award programme is judged on fairness, and fairness is mostly a record-keeping problem. If an unsuccessful applicant asks why, the answer has to exist somewhere other than in a reviewer's memory.

Four things that often get collapsed into one column need to stay apart: whether an application is complete, whether the applicant is eligible, what the reviewers scored, and what the committee officially decided. An incomplete application is not an ineligible one, and a high score is not an award. Keeping them separate is what lets you explain a decision months later without reopening it.

Payment is the fifth state, and the one that most often drifts. Approved, scheduled and cleared are different, and renewals depend on knowing which.
